Mr. Manning is a partner with KP Public Affairs. A registered lobbyist and environmental lawyer with extensive government, political and legal experience, Mr. Manning has led broad‐based coalitions on such diverse issues as water supply reliability, greenhouse gas legislation, construction defect litigation reform and environmental enforcement legislation, among others. He has been the lead negotiator for business interests on many landmark legislative efforts, including SB 375 (Steinberg) that creates relief from the California Environmental Quality Act (CEQA) for homebuilders and more zoning certainty while achieving greenhouse gas reductions and comprehensive Brownfields reform through the California Land Reuse and Revitalization Act of 2004.
A recognized authority on water policy, Mr. Manning continues to successfully represent a diverse group of urban and agricultural based water clients on water supply, water quality, groundwater and related issues. He was deeply involved in the negotiations and lobbying surrounding the 2009 Delta Reform Act and 2009 Water Bond and most recently the successful legislative effort to enact a replacement Water Bond, Proposition 1.
Mr. Manning has represented a variety of energy clients, including the solar industry, municipal utilities and energy developers on legislative issues such as the Renewable Portfolio Standard and on project and development specific permitting issues.
Many KP clients have sought Mr. Manning’s assistance in shaping infrastructure and water bond measures and then lobbying the implementing guidelines and pursuing grant funds. This includes successfully pursuing competitive grants for integrated regional water supply projects, infill infrastructure grants, transit oriented development grants and transportation project funding. He also has represented development interests and contractors on transportation related issues involving Cal Trans, the California Transportation Commission and the Transportation Agency.
Mr. Manning frequently lobbies agencies on complex environmental regulatory issues, including the California Environmental Protection Agency and Resources Agency, the State Water Resources Control Board, Air Resources Board, Department of Fish and Wildlife, Department of Water Resources and others.
Before he began lobbying full time, Mr. Manning was a partner in the Los Angeles law firm of Weston, Benshoof (now part of Alston & Bird). His practice focused on environmental, resource and land use law. Mr. Manning also has extensive experience in the public sector, serving as General Counsel to Lieutenant Governor Leo McCarthy and as his designated alternate on the State Lands Commission. There, Mr. Manning was one of the architects of California’s Oil Spill Prevention and Response Act (OSPRA). Prior to that, Mr. Manning spent several years in the Santa Monica City Attorney’s Office and the Los Angeles County District Attorney’s Office.

Mr. Manning is a member of the Board of the Sacramento Area Chamber of Commerce and serves on its Political Action Committee Board. He is a member of the State Bar of California. He previously served as co‐chair of the Mono Lake Committee Board. While living in Los Angeles, Mr. Manning was appointed by Mayor Riordan as a member of the Los Angeles Board of Airport Commissioners. He also served on the Blue Ribbon Commission on Water Rates and the Environmental Affairs Commission. Mr. Manning is married to his wife Maria and is the father of two daughters.
