Ms. Cynthia Howell is Vice President, State Government Affairs – West Region, of Charter Communications, a leading broadband communications company and the second largest cable operator in the United States. Charter provides a full range of advanced broadband services, including Spectrum TV™ video entertainment programming, Spectrum Internet™ access, and Spectrum Voice™. Spectrum Business™ similarly provides scalable, tailored, and cost-effective broadband communications solutions to business organizations, such as business-to-business Internet access, data networking, business telephone, video and music entertainment services, and wireless backhaul. Ms. Howell is responsible for government affairs in California, Arizona, Nevada, Idaho, Oregon, Washington, and Hawaii.


Ms. Howell joins Charter after 20 years as an executive, government affairs professional, and leader in the energy industry, where she provided legislative, policy, and strategic political counsel to three major California investor-owned utilities.  Most recently, Ms. Howell served as director of state legislative policy for Southern California Edison leading internal and external engagement on all legislative matters and providing strategic direction to corporate leadership.  Prior to that, Ms. Howell was director of government affairs for Sempra Energy Utilities, leading legislative and regulatory engagement while managing Sempra’s political program.  Ms. Howell joined Sempra Energy from Capital Strategies Group, a lobbying firm, where she represented Sempra Energy, Sprint, and the California Outdoor Advertising Association, among a variety of other clients, on legislative, regulatory, and legal matters.


Ms. Howell, an attorney, began her career in legislative policy and politics serving as senior consultant to a California State Assembly policy committee where she analyzed legislation, negotiated amendments, drafted bills, advised legislators, wrote speeches, and worked campaigns.


Ms. Howell graduated from the University of California, Los Angeles, with a degree in psychology.  She earned her Juris Doctor from McGeorge School of Law, University of the Pacific.  Ms. Howell lives in Sacramento with her three children, Helena, Hunter, and Christian.
